Saif Rahman is a strategic Learning & Development leader with over 20 years of experience transforming workforces across Saudi Arabia, Tanzania, and India. He currently serves as Program Manager at Nesma High Training Institute where he leads large-scale talent development initiatives impacting 45,000+ employees in the construction sector.

Saif specializes in enterprise-wide capability programs that support Saudi Vision 2030. He has successfully managed national transformation projects including the National Workforce Efficiency Project and National Engineers Development Program.

As a Certified Professional in Talent Development (CPTD) and Project Management Professional (PMP), Saif brings deep expertise in instructional design, organizational learning strategy, and experiential training methods. He is certified in LEGO® Serious Play®, MTa Experiential Training, NLP, and Storytelling Facilitation, making him a versatile facilitator who creates engaging learning experiences. Saif’s approach combines behavioral development, leadership training, and compliance education to drive measurable business results. His work strengthens organizational culture, accelerates workforce localization, and builds high-performance teams across complex organizations.

He holds a Post Graduate Diploma in Human Resources Management from XLRI, India and continues to innovate in learning governance, digital transformation, and talent strategy.
